Janet Frank, the former president o f State Compensation Insurance Fund is joining California workers' comp carrier Zenith Insurance Company (NYSE: ZNT) as its president and chief operating officer. She will also serve as executive vice president of Zenith National Insurance Corp. She will start March 15.
Frank served as the president of SCIF from October 2007 to October 2009 when she resigned to take care of her ailing mother. Previously, she served as vice president of North American Field Operations for CNA Financial. She was hired by SCIF after a nation-wide search.
During her time at SCIF, she oversaw management changes brought about legislation subjecting SCIF to the California Public Records Act and open meeting laws and creating an expansion of its board and executive committee. She showed her mettle when she publicly took on the governor regarding the furlough of SCIF employees.
According to a news release announcing the Frank's hiring, Zenith says that it's planning to expand into other lines of insurance in addition to workers' compensation including agricultural business. To this end, Jack Miller, Zenith's current president and COO will become its Vice Chairman and take responsibility for this strategic area.
