Christine Baker  

Title: Executive Officer
Organization: Commission on Health and Safety and Workers’ Compensation
Resume: Ms. Baker chaired the Prevention Benefit Adequacy and Cost containment committee of the International Association of Accident Boards and Commissions, she is a member of the Center for Occupational and Environmental Health, served on the Department of Insurance’s Fraud Advisory Committee and served and currently serves on numerous boards and commissions related to workers’ compensation and research
Schools: Ms. Baker received her masters degree and Ph.D from the University of California Berkley
Awards: Francis Perkins Award for her in furthering accident prevention, IAIABC Award of Merit for outstanding leadership

Lach Taylor 

Title: Staff judge
Organization: Commission on Health and Safety and Workers’ Compensation
Resume: Judge Taylor served as a trial judge since 1995 in Sacramento and later in Oakland at the Workers’ Compensation Appeals Board. He was also a senior staff counsel at State Compensation Insurance Fund. Prior to that he was in private workers’ comp practice
Schools: Judge Taylor received his undergraduate degree from the University of California, Davis and received his law degree from the University of California Hastings School of Law

Under Baker’s direction, the Commission on Health and Safety and Workers’ Compensations (CHSWC) has produced in-depth reports and guidance on topics ranging from return-to-work, fraud and abuse, medical and indemnity cost trends, and detailed analysis on the impact of the reforms on care delivered to injured workers. Taylor has spearheaded in-depth studies of the regulatory underpinnings of various aspects of California's workers' comp system and offered detailed suggestions to legislators and regulators for refinements to the system.
