Resume: Cooley’s career in government began with a job as senior assistant to Assemblyman Louis J. Papan of the Assembly that he held for almost eight years. Following that he served as vice president and legal counsel for the California Land Title Association and as chief committee counsel for the Assembly Finance and Insurance Committee. In 1991 he moved to the private sector when he began serving as state counsel to State Farm Insurance Companies. In 2003 he was elected mayor of the City of Rancho Cordova, and in 2009 he became principal consultant to the state Senate Banking, Finance, and Insurance Committee.
Schools: School: Cooley earned his bachelor of arts in political science from University of California, Berkeley, and his law degree from McGeorge School of Law.
Boards and Commissions: From April 2007 to May 2009, Cooley served as vice commissioner and chair of the Alfred E. Alquist Seismic Safety Commission. He was also the first vice president of the League of California Cities, serving from November 2008 to May 2009.
With considerable experience in the Legislature, the insurance industry, and the law, Cooley has a well-cultivated perspective on workers’ comp legislation. His position as principal consultant to the state Senate Banking, Finance & Insurance Committee makes him the most influential staffer for workers’ comp on the Senate side of the Legislature.
