Resume: He has more than 30 years of experience in the workers' comp arena. Previously, he was a partner with Seyfarth Shaw. Miller's experience also includes six years as an associate attorney with George, Miller and Bush and six years with Warren, Adell and Miller.

Earning the respect of both defense and applicant attorneys, Miller took the reins at WCAB in 2005 after being appointed by Governor Schwarzenegger. His tenure has been an exciting one as most of the significant legal challenges regarding the workers’ comp reforms have come before his board, including the very high-profile Almaraz/Guzman & Ogilvie cases. He has experience on both sides of the workers’ comp system managing his own law firm where he represented both the defense and applicants. He was also a partner with several large firms where he managed the workers’ comp practice and represented labor unions in workers’ comp and personal injury. Miller has been a certified workers' compensation law specialist since 1973 and has served on the State Bar Workers' Compensation Law Advisory Commission.
