Although it's not perfect and some uncertainty remains, the California workers' comp industry is comfortable enough with the greater predictability of the new Permanent Disability Rating Schedule to consider it a factor in lower rates for employers. But that all could change if political pressures push for changes either prematurely or unwisely.
