Workers' Compensation Appeals Board judge Roger Tolman apparently has seen the light, at least in the opinion of the defense, and has issued a key reversal of an earlier decision in Jack Hablian vs. Zurich, et al. Although it's by no means the final word, defense attorneys say it carries a lot of weight.
