Although it might have been tempting to call 2005 a quiet year for workers comp, says California Workers' Compensation Institute president Michael Nolan, in fact it was quite busy. And 2006 is shaping up to be the same way. Some stakeholders are proposing outlandish schemes and misconstruing data meaning that the defenders of the reforms can never drop their guard.
