Despite the fact that the deadline for submitting bills to the Legislative Counsel's Office has come and gone, this year is starting out with a whimper in terms of workers' comp legislation. Two workers' comp bills have so far floated to the surface as Assembly members and senators on both sides of the aisle are filing health care-related bills. That's largely in response to Gov. Arnold Schwarzenegger's stated plan to find a way to provide health coverage for all of the state's residents.
