ST PAUL - The Minnesota Department of Labor & Industry has issued a report indicating that workers' comp costs fell 18.7 percent in the state in 1996.The reasons for the double-digit decline, according to inside sources, were the system reforms passed by lawmakers in 1992 and 1995.
