JEFFERSON CITY - Workers' comp insurance premiums have fallen sharply over the last several years in Missouri, but so have the costs of self-insured employers.One of those good news stories is reported by a Kansas City food distributor who was paying $70,000 a year in the voluntary market in 1994.
