SAN FRANCISCO -- The Workers' Compensation Insurance Rating Bureau's governing committee July 22 voted to recommend an overall 3.6 percent increase for 1999 to California advisory pure premium rates.The recommendation will be forwarded to Chuck Quackenbush, state insurance commissioner, whose department will study the matter and in turn make a final decision.Last year Quackenbush ordered a pure premium rate decrease of 2.5 percent, despite the Bureau's request for a .5 percent increase.
