So far not a single state has approved recent requests made by the National Council on Compensation Insurance to allow workers comp carriers to include a 4 percent loss loading provision for terrorism in their workers comp rates.Out of 38 state insurance departments the NCCI filed the requests with, 20 have rejected the filings.
