The California Workers' Compensation Insurance Rating Bureau is taking umbrage with the word "untenable" and some of the reasoning in the recent Star Roofing administrative decision issued by the California Department of Insurance. The Department backed Star Roofing in a decision issued in December on promulgation of its X-Mod from the Bureau.
