CARSON CITY, NEVADA -- In the waning days of the legislature's 1999 session, and as the 11th hour neared, the forces that be did what they do. They traded, negotiated and compromised to get some major workers' comp bills passed.Legislators voted to privatize Nevada's state fund while increasing benefits substantially for injured workers.
