California workers' compensation direct written premium reached $16.1 billion in 2004 and that will likely be the peak year as increasing competition and declining losses lower premium rates across the boards, according to the California Workers' Compensation Institute. The change in direct written premium from 2003 to 2004 was an increase of 9.5 percent.
