The California State Compensation Insurance Fund has announced that it has received $566,480 in restitution from a San Rafael roofing company owner convicted of workers' compensation fraud. According to the agency, Kenneth Scott Cooper, 51 made full restitution to State Fund after pleading guilty on November 1, 2005 to three felony charges including workers' comp insurance premium fraud.
