SAN FRANCISCO -- After dropping steadily since 1990, aggregate vocational rehabilitation costs in California rose in 1996, the most recent year, according to Workers' Compensation Insurance Rating Bureau first report data.Vocational rehabilitation costs for all employers in the state rose to $241 million in 1996, a 2.6 percent rise from $236 million in 1995.
